(Random reply) Obama's HSR proposal could mean a lot to Detroit, Flint (my home town) and the rest of Michigan if the Big 3/2 had the vision to retool to make commuter cars and diesel engines. The state's industrial infrastructure is clearly under utilized as the demand for cars shrink. The production of railcars ties well with the state's effort to build an industrial green economy (Hemlock Semiconductor et al).

I'm thinking the only thing it'd cost professionals is the time required to make a mental switch. A $90 grand house in the Detroit suburbs (I choose the suburbs because of the schools) would be worth around $500,000 in the DC area. Now I haven't been assuming a daily commute but a weekly commute of sorts. But I'm still thinking if you made the mental switch you'd get the better end of the deal being in detroit.

The council question is a structural one. Change the council from an at-large to a ward system and you get better decisions.

The schools: trained and educated for what?

I guess that would depend on how much it cost me to do the high speed rail commute. I agree that the election of Dave Bing isn't going to change a lot in the short run - you have a population base without the skills and education to do anything except entry level unskilled jobs, and there aren't a lot of those around any more. Until you change the structure of city government so that you can minimize the number of grandstanding fools on the council, and improve the schools so that they start turning out better trained & educated people, Detroit's going to be a city like Washington - a few bright spots and a lot of miserable wreckage.
